📜 In the 1960s, the Cost/Schedule Control Systems Criteria (C/SCSC) brought discipline to project management, ensuring programs adhered to scope, schedule, and budget. This framework paved the way for the modern EIA-748 guidelines.
Programs like the A-12 Avenger II and B-2 Spirit Stealth Bomber played pivotal roles in refining EVM practices:
✈️ A-12 Avenger II: This 1980s Navy program was plagued by cost overruns and delays, ultimately leading to its cancellation.
🛫 B-2 Spirit Stealth Bomber: Revolutionary in stealth technology, but faced significant challenges in managing costs and schedules.
These experiences highlighted the need for robust oversight and traceability, driving the development of the EIA-748 guidelines.
Originally part of ANSI/EIA-748, the guidelines now fall under the stewardship of SAE International, with updates and additional resources—such as the Intent Guide—developed by the National Defense Industrial Association - (NDIA) Integrated Program Management Division (IPMD). With Revision E, government and industry leaders aim to streamline the guidelines from 32 to 30, ensuring continued relevance and applicability.
